Historical Context and Vision
President Eisenhower's intent to create the Advance Research Projects Agency (ARPA) started with a very clear mission: "prevent technological surprise".
Eisenhower hoped that the agency would produce revolutionary technologies and thus guarantee that never again would the US military be caught with its technological trousers down.
Now we have Internet, GPS and SIRI as a result of DARPA moonshot research programs.

In ancient Roman culture Victoria was the deified personification of victory. Historically “winged” victories represent the "spirit of victory" rather than a full-blown deity. This historical backdrop fits perfectly with a sense of triumph, resilience, and strategic success. For a platform dedicated to fostering collaboration and innovation in defense and technology, these attributes are fundamental.
And the feminine aspect of this name has a meaning beyond a word, since Ukrainian women have increasingly taken on leadership roles across all sectors of society, including those traditionally dominated by men, such as technology, military, and defense.
The name Victoria underscores the empowerment of women and their capacity to lead and innovate, driving forward progress and security. Victoria encapsulates the spirit of unity, empowerment, and the critical role of women in shaping a resilient and innovative Ukraine.
